Harper and her friends are flying on her magical scarlet umbrella when they see a girl running on air skipping along a tightrope. She leads them to the wondrous Circus of Dreams suspended in the clouds by hot air balloons. As the children meet the circus baker the sea-singer and the puzzling fortune teller they begin to realise something about Harper's mysterious past...
